Orange County Cracks Down on Illegal E-Bikes and E-Motorcycles as Parents Face Criminal Charges

Illegal e-bikes and high-powered e-motorcycles are becoming a growing public safety concern across Southern California, prompting Orange County prosecutors to launch a major crackdown targeting reckless riders — and now, their parents.
Orange County District Attorney Todd Spitzer recently announced a new prosecution initiative called “RIDE SAFELY,” designed to hold both minors and adults accountable for dangerous and illegal electric motorcycle activity.
The new enforcement program comes amid a dramatic rise in accidents, injuries, and fatalities involving modified e-bikes and electric motorcycles throughout Los Angeles and Orange County communities.
According to the Orange County District Attorney’s Office, injuries related to e-bikes and e-motorcycles have increased more than 400% over the past four years in Southern California.
Parents Facing Criminal Charges
Since January, Orange County prosecutors have filed criminal charges against three parents accused of allowing their children to operate illegal e-motorcycles.
One of the most serious cases involves an Aliso Viejo mother charged with involuntary manslaughter after her 14-year-old son allegedly struck and killed an 81-year-old veteran while riding an illegal electric motorcycle.
In another case, a Yorba Linda father faces child endangerment charges after prosecutors say his 12-year-old son was critically injured riding a modified e-motorcycle capable of reaching speeds up to 60 mph.
Law enforcement officials say many parents are purchasing high-powered electric motorcycles for minors without fully understanding the legal dangers and liabilities associated with these vehicles.
The Rise of Illegal E-Motorcycles in Southern California
Communities throughout Los Angeles, Huntington Beach, Beverly Hills, Santa Monica, West Los Angeles, and Orange County have seen an increase in:
Reckless e-bike riding
Illegal street racing
Sidewalk riding violations
Hit-and-run incidents
Dangerous social media stunt riding
Unregistered electric motorcycles
Minors operating modified high-speed bikes
Many electric motorcycles marketed online as “e-bikes” exceed California legal limits and may legally require:
Registration
Insurance
Motorcycle licensing
DOT-approved safety equipment
Authorities say riders frequently modify the bikes to remove speed restrictions, creating serious safety hazards for pedestrians, drivers, and other riders.
Why Surveillance and Investigations Matter
As illegal e-bike incidents continue to rise, private investigations and surveillance services are becoming increasingly important in documenting reckless riding behavior, accident liability, insurance fraud investigations, and criminal activity involving electric motorcycles.
Businesses, attorneys, insurance companies, HOAs, and private citizens are turning to professional surveillance investigators to help gather evidence involving:
Hit-and-run investigations
Injury claims
Reckless riding documentation
Illegal street activity
Property damage cases
Juvenile activity monitoring
Neighborhood safety concerns
Professional surveillance footage and investigative reporting can play a critical role in both civil and criminal cases involving illegal e-bikes and e-motorcycles.
